But how to do it? It is the big question. Learning (CA) communities should not be thought of as physical areas but as the Group of people that comprise it; Neither these social groups need to think with a predominance of social on the individual but as a balance between the two. It must be borne in mind that the individual is the essence of any social construction and that the community, before dissolving the individual, strengthens it. We also must take care not to confuse learning networks that may be valuable technical support; but they are not required for the formation of a learning community. There are 12 principles common to all levels. These principles are those that allow to go beyond the quality of education. The quality of education, which focuses mostly on training for the labour market and measures around material production and possession of instruments of support for education is considered to be of great help in the educational task, but is not necessary nor sufficient to achieve the integral development of the individual.
